64 bit Linux, both OEL and RHEL are not certified for PeopleSoft App Server and Batch Server Installations. But you can install the Oracle Database in 64 bit and keep the App server and web server in 32bit Linux server and it would work without any problem.

Will it be possible to run the Oracle Apps 10g with the 64bit version?

No. Oracle provides PeopleSoft software only for x86 and not for x86_64. Oracle Databases 10g and 11g for x86_64 are available.
